I saw it as condemning the Doctor, probably because I wanted to see it that way (last shot so chilling) but I also read it as critical of the way the recent series has cast the Doctor as a romantic figure (with Rose, desiring a 'normal human life' in this plot). The implication seemed to be that this was dangerous, as it lead him to be blind to the grander narrative of humanity. There was still a level of abitrary-ness in the picture though--I think it wasn't saying there was just one reason why the Doctor turned away, but I think that was part of it?
